When a person is clear about the values he honors, he lives more intentionally and his goals can be reached more easily.
If an organization has a set of values clearly defined and honored by its leaders, everyone in the organization lives those values since leadership by example is very powerful. The organization has a great potential to be successful.
However, most of the organizations have their vision/mission defined but not values. Since contradictory behaviors might be practiced and be rewarded without considering values needed to be honored, leaders might have a hard time to empower people to support the vision and mission statement.
